The tool reports no protection found.

The file is encrypted rather than sheet-protected, or the restriction comes from Information Rights Management. Neither can be removed here.

The file still opens read-only.

That is a file-system or “recommend read-only” flag, not sheet protection. Clear it via Save As in Excel.
